As it stands, and in the absence of wider context, this 'fully throttled up' state would be the 'puissance nominale' referred to by our colleague Florence; this is NOT THE SAME as 'puissance maximale', which is not the sort of power that could be sustained in the long term. Normally, the expression you need here would be 'nominale'; only if you have other context suggesting otherwise dare you depart from that!
