nel contesto che riporto qui sotto sembra avere un significato diverso, ovvero variazioni / cambiamenti / mutamenti introdotti da pubblica autorità (v. ad es. prezzo d'acquisto energia), ma nel tuo contesto (di simili ne trovo solo un paio) lo tradurrei come ho suggerito
ieri avevo pensato anche a sovvertimento che Treccani definisce così:
