Yes, "récolement" is present in these Proz archives. However, in the following extracts it is clear that this is an operation, perhaps "verification of compliance" or "verification", or something along those lines....

Planning is more about what and where, while building control is about how.

There are stricter planning controls in conservation areas, but, as far as I recall, building control is not affected by either that or by a building being listed. On the contrary, there may be exemptions from some building regulations in those cases. I seem to recall being permitted to install a staircase, in a listed building, that was steeper than building regulations allow.

Dans les travaux public on fait d'abord un plan du projet, puis on construit d'après ce plan autant que possible, puis on fait un plan de récolement qui montre ce que l'on a effectivement construit.

Apologies, in that case I would tend to agree with your suggestion of ‘verification of compliance’ like an inspection of compliance for a sort of certificate/verification of setting out compliance. You could also potentially say verification of planning compliance.

Does that make sense?

Asker: Thanks, but this is already in the archives for "récolement", as I said. Cleary "récolement des travaux" is an *operation*, as I also said. Extract 6 above clearly states that the parties will be "informed beforehand". The final extract shows that a "récolement des travaux" can potentially contain an expression of objection of some kind.

Explanation:
The sense is still that of 'as-built', but can also be a procedure, just like 'recette' etc.
Possibly 'execution compliance inspection' might be a better way to express it?

Asker: Nice suggestion... yes, this seems to knit together all the disparate bits: correspondence between "as-built" and "planned", but also the fact of it being mandatory in certain cases only, and also the possibility of the agents undertaking this process issuing an "objection". I think it is even the case that graded buildings (and ones in conservation areas) in UK are subject to stricter building control measures than other buildings (cf. "monuments historiques" stuff here).
