Chính vì vậy, trên cơ sở quản lý rủi ro, tập trung vào các đối tượng có rủi ro cao, Thông tư sửa đổi, bổ sung Thông tư 38/2015/TT-BTC quy định thời điểm thông báo kết quả phân luồng tờ khai hải quan như sau: Thông báo kết quả phân luồng ngay khi đăng ký tờ khai gồm: Hàng hóa XK; hàng hóa của DN ưu tiên; hàng hóa NK để phục vụ hoạt động trực tiếp sản xuất; gia công, sản xuất xuất khẩu, chế xuất; hàng hóa NK đưa từ khu phi thuế quan vào nội địa; hàng hóa XNK tại chỗ; hàng hóa NK thay đổi mục đích sử dụng, chuyển tiêu thụ nội địa.

Để phù hợp với Luật Hải quan, Thông tư sửa đổi, bổ sung Thông tử 38/2015/TT-BTC sửa đổi thời điểm khai bổ sung như sau: Người khai hải quan được khai bổ sung hồ sơ hải quan trước thời điểm cơ quan Hải quan thông báo kết quả phân luồng tờ khai cho người khai hải quan. Đồng thời, quy định cụ thể các trường hợp được khai bổ sung trong thông quan và sau khi hàng hóa đã được thông quan.
