‘Contracted labour’, putem posrednika, kako ste vi ovde formulisali, je praksa uglavnom u nerazvijenim zemljama (Third World countries). U vašem tekstu hoće da kažu da migrantima koji rade za platu (postoji i ‘Unpaid Care/Economic Work’) definisanu u potpisanom ugovoru o radu (contractual labour; contractual= if one of the parties fails to keep the promise, the other is entitled to legal redress) onda njima moraju biti obezbeđeni (u tekstu) navedeni uslovi rada
Jeste. tako sam i stavila. Hvala svima na promisljanju. Tako stoji, to pise. Bilo bi bolje da stoji remunerated activity u ovom kontekstu, ali tako je zakonodavac odlucio i posle rasprave. Cini se da je to ustaljena fraza o kojoj se mnogo ne razmislja, ili prosto, ima mnogo zloupotrebe, pa svi oni koji rmbace za nesto drugo ili ni za sta ne ulaze u ovu kategoriju, s razlogom. "koji su zaposleni" bi svako u Srbiji razumeo kao "u stalnom radnom odnosu", odve je u pitanju mnogo širi pojam: svi oni koji "rade za naknadu" (bilo da imaju "posao" (/stalan /privremeni /na određeno vreme /preko agencije za zapošljavanje ...) ili da "sami sebe zapošlavaju" (samostani /nezavisni radnici) ili bilo koji oblik "rada za koji su plaćeni".
ako ovde stavimo placen rad.. onda oni koji rade a nemaju platu nisu radnici migranti.. u srpskom glupo zvuci placen rad. odmah izaziva asocijaciju na eksploataciju.. neplacen rad. ne znam da li tako zvuci na engleskom? jeste da je deo inventara recnika o migracijama - valjda jer se cesto radnici iskoriscavaju
remunerated activity - ne znam kako je konvencija prevedena na srpski, nisam trazila.. ali cini mi se da je to prosto koji obavljaju rad.. pa nece valjda robovati..

So, with enough context, it turns out that it's not about labour that is either "remunerated" OR "contractual" but about labour that is "remunerated" (be it a salary or any other form of re) AND is also "contractual" in the sense that there is a formal/legal contract.

In which case you need to look at definitions as given by the UN
"engaged in remunerated and contractual labour" looks like defining two different categories of "workers" [BTW even the definition of "a worker" can be far trickier than it seem, once you are not limited by local perceptions]
If these are two categories, what is defining the distinction should be made clear somewhere else in the document.
Just relying on basic meaning of words leads nowhere: - if a worker get "remunerated" for work, there is also a "contract" involved - an "employment contract", for example. - if work is "contractual" (based on some kind of "contract"), it's certainly not done for free so it's also "remunerated"

ako u paru imamo poslodavac i posloprimac - employer - employee - pa zatim wage-earner/salaried worker - self-empoloyed, kod nas opet zaposleni .. kao i gore ...i samozaposleni.. sta imamo ovde, zasto ovde ne stoji --salaried workers / contracted workers.. nije u pitanju remunerated work vs. in-kind work.. vec nesto drugo.. status radnika je ovde bitan i ko ga placa...

Asker: To vam je kao ono - salaried workers, ili wage-earners.. pa prevedu radnici koji rade za platu. A u stvari rec je o zaposlenima nasuprot onih koji se bave samostalnom delatnoscu- self-employued.
Asker: Ha, kako napisah tako se setih! mozda se bas o tome radi... contracted labour - su radnici koji su ustupljeni preko nekog, izvodjaca, i oni dobijau platu od tog koji ih je ustupio, a ovi su kao i wage earners - dakle posloprimci..zaposleni
