Hi all, and thanks for your input and interest!
It's for a port and it is ladders, not stairs or scaffolding as it talks about escalera manual, escalera de mano, escalera portátil, escaleras de tijera...

As it turns out the text refers to ladders and not stairways, my suggestion of "fixtures" doesn't hold water. I'd probably just go for something like "ladders and other equipment..."

My take on is that "Acceso a centros ajenos" would sort of rule out "ladders/hoists..." unless it was aimed at firefighters or similar. I understood it to mean the workplace health and safety regulations in factory buildings and similar, rather than construction sites.

Health & safety document for what? If it's an industrial site, escaleras could be ladders after all, & "medios" could be short for "medios de elevación", i.e. hoisting equipment, used for example on construction sites for access to heights. In this kind of a setting, there might be ladders for areas requiring frequent & repeated access, but portable hoisting equipment for other areas for which ladder access is not feasible.
If, on the other hand, it's a health & safety document for, say, a small office building, "escaleras" is more likely stairs. In this case, I would still be uncertain what "medios" is referring to.

"Las escaleras y medios deberán presentar siempre unas condiciones mínimas de seguridad para su uso, no las utilice en caso de observar deformaciones o deficiencias. No transporte ni manipule cargas pesadas desde las mismas. No lleve objetos en las manos durante su uso." I should have specified that - apologies.
