agree  Oliver Simões: IMHO, the word "exaurimento" was misused in this context; definitely not the right word. Your interpretation makes sense. I would refer to "crime of passive corruption", though. https://www.dicio.com.br/exaurir/

I don't know the term in English or if there is one, but in brazilian portuguese exaurimento do delito is a legal concept. It's the time after the crime conclusion when the person who commited it receive the benefits of the crime.
