so vaccination given on 9th October + 21 days =30th October (or 31st if the day of vacination is not counted as a day). So entry should be valid on 31st.
As I said, it's better to be cautious and not count the day of vaccination as day included in 21-day count.

agree  Charles Davis: I think you're right that to be on the safe side it should be before, not on, the 10th, so neither the day of vaccination nor the day of entry are included in the 21 days.
