If we don't know for sure whether "demeure" is a verb or a noun [COULD be either], and if it's a verb we don't know what/who is the subject of the verb "demeurer" could be this "article 8" or it could something entirely else!
Elements that seem "obvious" in context can be very far from obvious in a free-floating segment.
Another element that makes quite a difference: if it's Swiss French, all bets are off - often some rather unexpected meanings are given to apparently simple and obvious terms!
Even the name they've given to Swiss French is "very obvious": le français fédéral.
