Non mi è chiaro il senso di questo inciso: se l'obiettivo politico dell'articolo in questione va benissimo, perché l'oratore parla immediatamente dopo delle "difficoltà" che crea per i revisori e della contraddizione con l'obiettivo tecnico di avere un tasso di errore rappresentativo per i programmi?
