agree  Tony M: Yes, I think it is often advisable to specify 'à l'étranger' — this truncation to just 'shoring' seems to be to avoid the specific connotations of 'off-shore' with 'paradis fiscal', and avoid any suggestion of 'how far'; I've not yet seen 'far-shoring'!
