It may be as you suggest, but without an extract of the context in which the term appears, it is difficult to know. French capitalization rules generally only use a capital letter on the first noun in a title. However, the use of capitals on the first letter of each noun in a title or proper noun is becoming increasingly cmmon.

it could be Sasnté publique France. Without context, it's impossible to judge. With context, it might be possible to see if this is sloppy usage or if it is just a reference to someting else.
