I'm translating an HR evaluation statement for an employee in Brazil (haven't been given any info on the company or her job role). It's basically saying how much the employee in question has improved in terms of her general attitude and managerial skills.

I'm unsure of the meaning of "de cobrança" in the following sentence, since I've never heard the expression before and haven't managed to find out exactly what it means by searching for it:

"No passado o seu tom muitas vezes parecia de cobrança, não inspiradora ou colaborativa com as áreas funcionais. Hoje esse quadro é totalmente diferente, e para melhor."
