Начальник...ставит вопрос об отмене вынесенного районным судом постановления и направлении дела на новое рассмотрение в тот же суд...в связи с необъективным исследованием судьей обстоятельств и доказательств, представленных по данному делу об административных правонарушениях должностным лицом органа, ведущего административный процесс..

Не очень нравится вариант МТ "administrative offense case". Больше нравится найденный в Гугле вариант "case concerning an administrative offense".

Я бы вообще написал "...facts and evidence presented/submitted in (during) these administrative proceedings", если бы в конце не было "должностным лицом органа, ведущего административный процесс" (т.е., почти неизбежен повтор)...

I think you can easily omit the word ''case'' here using administrative offence only. It sounds more idiomatic.
