Assuming it is a small metal tab affixed to the license plate. In the US, it's called a medallion, not a 'seal' in this case. If its just a small paper label, it is a plain 'sticker'.

disagree  Jeanette Brickner: It would be a sticker in the US, and certainly not called a medallion. A medallion is more known for taxi companies, in which case it's never affixed to the plate as far as I'm aware, but those are sold for thousands of dollars and are a different thing.
