Explanation:
As Antonio says, it literally means "in several steps", the opposite of steplessly. However, I don't think "several" works, because it's too vague - there are four steps.

I would say "stepped wheel size adjustment for different cable depths".

Alternatively, since there are four steps and it specifies what they are, 25, 27, 29 and 31 cm, you could argue that "stepped" is redundant and leave it out.

I'm intrigued that you asked for the same phrase into French and German eight years ago!

agree  Shera Lyn Parpia: stepped ... or by steps. But I agree, you could easily leave it out and convey the full meaning.
