This is a column heading in a military book, after "Kommandobehörde" and "Datum". Should be an easy phrase, but my brain doesn't seem to be working today - case of the Mondays I assume! With "personal" are they meaning the "personal" meaning or the "personnel" meaning (which I know would be a different word in the army)?

That's what it means, imo. But I don't know whether or not there are other expressions that are preferred in a military context.
