Need some help with this. I'm uncertain about the use of non titré here. This is in an agreement about assigning consumer debt to a collector, so these are debts without any tradable manifestation, such as a share or bond certificate.

Explanation:
A claim written off the books (passée par pertes et profits) has no accounting title or sub-title by definition.

The Bdf's commission de surendettement does not consider written-off claims because they involve no litigation.

Certains organismes se sont spécialisés dans le rachat de ces créances non titrées (non reconnues par une décision de justice ou « titre exécutoire »). Ils acquièrent souvent ces créances pour un prix infiniment inférieur au montant de la créance elle-même.

one typical case are statute barred debts - these debts exist, but past a certain number of years are no longer enforceable [it's perfectly legal to collect them if the debtor is willing to pay, but you can't get a court order to force the debtor to pay] - which doesn't stop the lowest scum debt collectors buying them and trying to collect them by bluff or counting on the ignorance of the debtors.

disagree  Francois Boye: les exemples ci-dessous ne parlent pas de créances passées par pertes et profits. De plus, selon la Bdf, on este en justice après avoir soumis son dossier à la Commission de surendettement.
