Spanish term or phrase: asambleísmo
This is a word in the RAE. (http://dle.rae.es/?id=3ul2fDw) So, we've got a working definition: 1. m. Práctica de conferir con excesiva frecuencia a las asambleas el poder de tomar decisiones.

The author is fond of little-known words, so, to maintain his voice, pretty much anything goes.

TIA! Spanish (from where??) to UK English

Original

Rough draft
Without any constitutional provision to back it, the political parties have set out to control each and every area they have been able to access. And within the parties, minorities have set out to limit the participation of others as much or even more. So, it follows that to a large extent proposals of a more or less generally *** ‘assemblist’ *** nature tend to sound good. It is also logical that they would be seen as a remedy to the use and abuse of concentrated power.

This is my understanding. I don't think your author is using the term in the sense of the dictionary definition.

group decision-making

Explanation:
"... propositions of a more or less "group decision-making" nature sound good/positive/worthy."

However, if the author is merely using the hackneyed device of adding "-ism" to something he wants to belittle (it sounds to me like they may be slagging off Podemos or similar political groupings) then this perhaps more objective take may not be to their liking...

This is largely why any motions/bills that are ***put to some kind of vote*** sound like a good thing.

I think that's the idea.

-- (the use of a) more or less assembly-based parliamentary system sound like a good thing.

In my view, the derogatory connotations can be extrapolated by the reader.
