Context:
The benefits of our service include:

• Foreign tax clearance certificates from SARS (required by SA Residents)
• Forward exchange rates, automatic market orders and target rate watch alerts

I do not understand how a country can deliver FOREIGN tax clearance certificates.
It cannot know that someone is in good standing in a foreign country, nor can issue tax clearance certificates in a foreign language.

And surely it is not the SA residents who require the certificates but it should be required OF SA residents.

I have little understanding of these questions, so this question might not seem cogent for people in the know!

Could anyone give me clarification on this question as well as a suggested translation?

My attempt: "Attestations justifiant de la régularité de la situation fiscale *à l'étranger*délivrées par SARS (l’Administration fiscale sud-africaine )(requises &pour* les résidents sud-africains)

Le certificat en question, émis par le fisc sud-africain, atteste le paiement des impôts sud-africains d'un résident sud-africain applicables à un revenu de source étrangère et non pas le paiement d'impôts étrangers éventuellement dus par le résident. Ajouter "étranger" quelque part dans la traduction pourrait donc porter à confusion (compte tenu des réglementations internationales qui fusent un peu partout dans la foulée du FATCA, des directives similaires de la CE, etc.) et puis ce n'est pas vraiment pertinent dans un segment qui se lit par ailleurs "quitus fiscal [émis par le] [émanant du] SARS (à l'intention de résidents d'Afrique du Sud)".

Note: c'est le "certificat" qui est étranger, pas la situation fiscale, ni les impôts. Si on n'avait pas précisé "from SARS... SA residents", on aurait pu préciser par "Certificat étranger de quitus fiscal", mais comme on précise l'origine, traduire mot à mot devient trompeur.

Tu trouves des exemples de tax clearance code/certificate sur le site du SARS (assez étonnants, parfois). À lire ça, les deux me semblent convenir, avec peut-être une petite préférence pour l'acquit.

Sorry,I'm not an expert on the translation side of this type of thing. Just thought to look in that direction as I was wondering about declaring TO foreign tax authorities. Which it isn't, finally. Glad it helped anyway.

Yes, it does help a lot. I was on the SARS website but it was not as clear as this link.
I have therefore decided to translate the term as "Attestations fiscales aux fins d'investissements à l'étranger" unless you could suggest something more "elegant"!
