That seems to go best with the 'judicial security' bit, though 'domestic (as opposed to foreign) affairs' is plausible.

Deputy Minister of Internal Policy OR: Deputy Minister of Internal Security Policy and Law

Explanation:
I think the first title is shorthand for the official title, which appears widely on the Internet.

www.insightcrime.org/news.../pirates-contraband-and-mega-ga... 14, 2016 - In 2015, the Venezuelan Observatory of Organized Crime warned the ... of **Deputy Minister of Internal Policy** José Vicente Rangel Avalos.

Apparently Rangel Avalos is now Vice Minister of Prevention and Public Safety, from his bio on Wikipedia.

TThe website cited below lists an entirely different title: "Deputy Minister of Internal Security Policy and Law". Check out the list of deputy/vice ministries at: https://wikivisually.com/wiki/Ministry_of_Popular_Power_for_...

Vice Minister of/for National Policy

Explanation:
I think 'national policy' sounds more natural, at least for the US and perhaps Canada as well. Also, as 'internal affairs' is used in the context of police investigating police corruption and such, I'd be inclined to consider other options.

For 'Seguridad Jurídica,' I'd go with 'justice,' as in the US Department of Justice (and the Wikipedia entry referenced by Alex in her agree on Muriel's suggestion, which I also see as an option.

Deputy/Vice Minister of/for National Policy and Justice.

I hope this helps.

Home Deputy Secretary/Deputy Minister of the Interior

Explanation:
https://www.google.com/search?source=hp&q=Minister of the In...

Her Majesty's Principal Secretary of State for the Home Department, normally referred to as the HOME SECRETARY, is a senior official as one of the Great Offices of State within Her Majesty's Government and head of the Home Office. It is a British Cabinet level position.

The Home Secretary is responsible for the internal affairs of England and Wales, and for immigration and citizenship for the United Kingdom. The remit of the Home Office also includes policing in England and Wales and matters of national security, as the Security Service (MI5) is directly accountable to the Home Secretary.[1] Formerly, the Home Secretary was the minister responsible for prisons and probation in England and Wales; however in 2005 those responsibilities were transferred to the newly created Ministry of Justice under the Lord Chancellor.

The current Home Secretary is Amber Rudd, appointed formally by Queen Elizabeth II on the advice of Prime Minister Theresa May on 13 July 2016. May had been the previous incumbent, appointed in 2010 by Prime Minister David Cameron to serve in his coalition government. May was reappointed by Cameron to serve in his Conservative government in 2015. She stood down from this role in 2016 on assuming the office of Prime Minister, succeeding Cameron.
