Medical - Medical: Health Care / Legal aid in healthcare issues (US)
English term or phrase: spend down
Translating a form from a welfare organization in the US helping patients by solving legal issues that impact their health. The form has a list of boxes to be marked by the applicant depending on the type of issue they are facing:

Benefits, Local Welfare
[...]
*DHHS (Department of Health and Human Services) - Difficulty processing applications timely, documents not getting put in the right file
*DHHS - Medicaid (prior authorization, ***spend down**, refusal of service, choices for independence)
Social Security: SSDI/SSI (appeals, terminations, reductions in benefits, overpayments, waivers)
Unemployment Compensation (denials, overpayments)
City and Town Welfare
[...]

Here is an explanation of the term in English:

What is a Medicaid Spend Down and how does it work?
Some people have too much income to qualify for Medicaid. This amount is called excess
income. Some of these people may qualify for Medicaid if they spend the excess income on
medical bills. This is called a spend down.

My current solution:
stratégies de dépense d’excédents (« spend-down »)

I have found 'épuisement des actifs/du capital/de la dotation' in Term Search, but I think that refers to a complete spending of all available assets, as in
a company closure. My situation is different - it is more like a strategy where only a certain amount (excess income) needs to be spent in a certain way in order to achieve a qualifying level.

Suggestions welcome, thanks!

Explanation:
This amount is called excess income. Some of these people may qualify for Medicaid if they spend the excess income on medical bills. This is called a spend down. For example, a person over 65 is denied Medicaid because her monthly income is $50 more than the limit for Medicaid eligibility.

déduction des frais médicaux des revenus ("spend down")

Explanation:
