Finnish term or phrase: kulkuväylä
This is a sentence about a level-crossing sign on a railway:

"Tasoristeyksen lisäkilpi [...] on asennettava kulkuväylän suuntaisesti varoituslaitteella varustamattoman rautatien tasoristeykseen."

Should "kulkuväylä" be understood to mean the road that crosses the railway (at the level crossing), or does it refer to the railway itself?

"kulkuväylä" seems to be a somewhat general term for a route on which vehicles/etc. can move, but this definition does not (from what I can tell so far) exclude trains as possible vehicles.
