English translation: Planning Permission cleared for retail use

French term or phrase: PC valant AEC purgé
Hi all,

In a list of upcoming shopping-centre construction projects, each project has a note providing its planning-permission status. Most of them have been granted, as in this case, but I want to make sure I get the translation right.

The terms stands for "Permis de Construire valant Autorisation d'Exploitation Commerciale".

Any ideas for a suitable translation would be very welcome.

OK, so if it "cannot be appealed against", but it has apparently been granted, then this presumably means that other people can't appeal against it? I.e. not an appeal against a refusal of PP?

Explanation:
Instead of construction permit the word "building permit" can also be used. Any construction permit requires generally an authorisation for using it for commercial operation.
