the effective date [of this agreement] shall be
Explanation:
The way this idea is expressed in French and English legalese is quite different, which illustrates why it is even more unwise than usual to think that one can make do word-for-word translation in this field.

becomes legal tender

Explanation:
On that day the euro banknotes and coins became legal tender throughout the euro area and, thereby, a visible symbol of European identity.

Reproduction rules for euro banknotes also apply to euro banknotes that have been withdrawn or have lost their legal tender status under this Decision.

neutral  B D Finch: How did you extrapolate from the source text that the "convention" was about banknotes?

disagree  writeaway: nothing to do with money

disagree  Adam Warren: I agree with writeaway - "legal tender"is wholly inappropriate in this context; on the face of it, it's about an agreement taking effect.

disagree  AllegroTrans: absolutely no connection with money

disagree  Tony M: This is about a 'convention', not money!

  -> Thanks ormiston

agree  Lorraine Dubuc: One could add the word 'legal' to reflect the source text maybe? The legal effective date or the date legally effective?
50 mins
-> Thanks Lorraine// No, the word "legal" would be superfluous and it's better to stick to the boilerplate phrase. The effective date of an agreement is, obviously, the legally effective date; you couldn't have a non-legal effective date.

agree  Daryo: your hunch was right - it's rather outdated "African French", to say "becomes legally enforceable ..." which is normally expressed as "effective" / "valid contract" etc ...
1 hr
-> Thanks Daryo// A contract or agreement is "valid" from the date it is signed (unless for some reason it isn't) ;) but it might be effective from a different date (either before or after the date of signature) if such an effective date is mentioned in it.

agree  Nikki Scott-Despaigne: "shall take effect on"
3 hrs
-> Thanks Nikki. That might be an alternative, but I'm used to the boilerplate "effective date".

Explanation:
It depends on what the 'convention' is about, but this cold work for certain types of things.

I can see the parallel with "monnaie ayant cours légal"

Le cours légal est une expression, qui s'applique à la monnaie en circulation dans un pays. Il signifie que cette monnaie ne peut être refusée en réglement d'une dette. La monnaie papier (billets) et la monnaie métallique (pièces) ont cours légal.
https://www.mataf.net/fr/edu/glossaire/cours-legal

"monnaie ayant cours légal" = you can be forced by law to accept it

"convention ayant cours légal" = you can be forced by law to execute your obligations, i.e. the contract has become valid / enforceable through legal action if necessary.

Nothing to with "statutory", BTW.

neutral  writeaway: don't understand your point. Congolese Fr is often bounced off of Belgian Fr, which is often bounced off of Flemish...... prendre cours is hardly unusual or archaic
