Explanation: I think the idea is indeed very much that of 'plan' — not in the sense of a physical drawing, but the layout, as in e.g. 'open-plan' Not sure about those 'piles' (that sound rather technical) — I'm wondering it if simply means that the main floor of the building is raised up on 'pillars' above the surrounding ground level?
