Unless it's a typo, the scale would be larger than one company. If it was a "cross-section" in a company it would probably be a few people from each department for a sample study. If it was between departments in a company, the words "interdepartmental" or "multidisciplinary" are more likely to be used.

This is a for a department dealing with multiple sectors, across sectors. Sector refers to large fields. Health, education, agriculture, finance and so on. You have a section in a department in a company in a sector.

Sector is a broad term like industry (insurance industry, real estate industry, banking industry, investment industry, accounting industry >>> insurance sector, real estate sector, banking sector, investment sector, accounting sector)

There is obviously some overlap. A large company is the IT sector might have an insurance section in its accounting department.

HR is by nature interdepartmental in any company. A HR department dealing with employees' childcare, health insurance, education, and pensions would be cross-sectoral.

I found the term a bit different. Structure-wise, it looks like referring to a department with multiple sectors (with flexible dividing lines). But I'm not sure if that's what the author means. It's about managing available skills. So, I thought it might just refer to cross-sectional/departmental HR management. Even if it refers to one department, the "cross" part needs to be somewhat conveyed. Otherwise, it's nothing different from an ordinary department with multiple sections.
