Mijn tekst gaat over coöperaties op regionale schaal met spelers uit de triple helix (onderwijs, zakenleven, overheid). Er staat dat onderzoek heeft uitgewezen dat de meeste gebiedscoöperaties feitelijk geen echte coöperaties zijn, maar eerder... en dan volgt een lijstje met als tweede item "vrijblijvende samenwerkingsverbanden".

Ik snap wel wat ze met dat "vrijblijvend" bedoelen--no clear agenda met doelstellingen, minder ambitieus/formeel, maar ik worstel een beetje met hoe dit te vertalen. "Informal alliance" dekt de lading volgens mij niet helemaal.
