French term or phrase: l’achèvement remonte...à moins de 6 ans.
I'm having trouble with the parsing of this sentence, which is from Luxembourg tax legislation relating to depreciation of assets. The second part of the sentence is the main issue as I'm not sure where "à moins de 6 ans" fits in. Does it mean the buildings have to be less than 6 years old? Any help is appreciated, thank you.

Un amortissement accéléré au taux de 6 pour cent est admis à l’endroit d’immeubles ou parties d’immeubles bâtis, affectés au logement locatif, lorsque l’achèvement remonte au début de l’exercice d’exploitation à moins de 6 ans.

I've translated the first part of the sentence as follows: "An accelerated depreciation at the rate of 6 per cent is permitted in respect of buildings or parts of existing buildings, assigned to rental housing, when..."

  -> Why? English generally prefers verbal constructions to nominal ones. // It's a moot point, I think. As far as I can tell, your wording is no more or less ambiguous than mine.

neutral  philgoddard: Apart from the fact that this is effectively the same as Rob's answer, it doesn't quite make logical sense. The building dates back six years, because it still exists, but its completion can't date back six years.

  -> My suggestion is for the term as posted, includes the "..." for that reason. Rob's suggestion is a better fit, I agree. Hwvr, I am entitled to make another suggestion if I wish. Lastly, you have misread my suggestion which ends "to less than 6 years."
neutral  B D Finch: Agree with phil's comment. One could say "Completion occurred less than six years before .." Not "ago", because it's before the beginning of the operating year, not before the present moment.
