it's quite possible that "porteur contre visa du cahier de transmission" is a translation, done by someone with no knowledge of the courier industry;

it describes quite accurately how couriers operate, but using slightly strange/unusual terms;

whether specialised in car parts or medical samples, all couriers use more or less the same procedures - keeping a daily log of deliveries and requesting signature on delivery.

This is not an expression as such. Could you provide the whole sentence please andexplain, if you know, what type of postal delivery this is about?

Does this happen to be a devliery in a medical context by the way?

Aha, so then either a visa stamp or an endorsement could be marked onto the deliverer's extra copy. I don't assume there's a cahier de transmission, or a signature; I think there's a visa du cahier which is used as a stamp to prove transmission.

The sentence or paragraph where this is found would have been useful but I understand from your introduction that the letter is deemed to have been delivered once the porteur has signed the cahier de transmission.

The basic idiom to be found in various contexts seems to be visa du cahier, and I'm sorry but I can't help you with that. In this instance, the subtype of visa du cahier is transmission which presumably is mailing or delivery.
