agree  Toni Castano: Dado que el texto hace referencia a individuos y no a Estados o instituciones, entiendo que "antecedentes penales/problemas de orden penal" (si no hay sentencia todavía) es lo correcto.

agree  Jennifer Levey: As you say yourself, the ST is ambigious: does it refer to people with a criminal record (antecedentes penales), or to victims of crime who have 'issues' pending (eg: complaints coming up for trial), but not a criminal record of their own.

  -> Exactly -- a folleto (pamphlet) not for only the accused but for victims (and maybe witnesses) as well. Thanks, Robin :-)
neutral  Toni Castano: La frase es totalmente ambigua, veo que coincidimos en eso. De tu sugerencia me crea dudas lo de "pendiente". Pueden ser asuntos o problemas o procedimientos penales pendientes o no. No lo sabemos. Saludos.
