He encontrado el término solo en un blog más, en castellano. Si alguién sabe de la traducción al inglés, estaré muy agradecida!

I would definitely keep this in Spanish because it refers to such a specific thing in Chile's history. If you Google << "área rara" chile nationalization >> you'll see several English-language articles that retain the Spanish term.

Creo que la traducción en este libro con link debajo es mucho más adecuada, en tanto "raro" está siendo utilizado como "anormal" o que no funciona de acuerdo a lo esperado, con una carga negativa y no meramente descriptiva (como sería raro en el sentido de "poco habitual").

En el período 73-90 se privatizaron y devolvieron 725 empresas y activos pertenecientes a la CORFO; de ellas 343 fueron devueltas a sus dueños por estar requisadas o intervenidas y 35 fueron privatizadas dos veces. Las llamaron “el área rara”, porque fueron privatizadas, luego quebraron, por lo que el Gobierno Militar las estatizó, les dio solvencia, y las volvió a privatizar. En su mayoría fueron bancos afectados por la crisis de 1982 y los créditos no pagos y las recién constituidas AFP.
