Активист разговаривает с нарушителем, который обрызгал их (активистов) из перцового баллончика:

...А вы, вместо того, чтобы извиниться, достали баллончик и стали пшикать!

- Ну извините, если вам так легче.

- А, ну то есть вы сейчас, грубо говоря, на "отвали", или вы понимаете, что вы неправы?

Тут активист имеет в виду, что водитель извиняется неискренне, только чтобы от него отстали. Не уверен , говорит ли он "На, отвали" или "На 'отвали'", но смысл вроде понятен.
