Explanation:
I understand this to mean circumstances that just affect the certification of the premises, but not its fitness for purpose. For example, the owner might have failed to get a boiler inspected, but if that boiler was in good working order, posed no danger and would have passed an inspection had one been performed, then the lack of compliance with certification requirements would be excluded from cover.

agree  Tony M: Yes, of course! As in 'jardin d'agrément' / Yes, but as BDF says 'enjoyment' has a special (other) meaning in legal language, as you say not entirely applicable here. So the idea in everyday language is 'enjoyment', but better find another synonym.

neutral  B D Finch: I think your interpretation is right and mine was wrong. However, beware of the term "enjoyment"; in legal language, it means beneficial use and that couldn't be excluded from cover. "Amenity" might cover it.

  -> I don't see how you can "beneficially use" a holiday, or a cruise as in my example above.
