Context: a report giving recommendations about the future of the euro area; a section in this report about the benefits of creating a budget for the euro area.

Paragraph: "En finançant des dépenses publiques centrales, alimentées par des recettes fiscales centrales, cet instrument [budget de la zone euro] permet qu’une partie du soutien à l’activité par la politique budgétaire soit soutenu par la signature collective des États membres plutôt que de peser sur les finances publiques seulement au niveau national. Ceci agirait comme une « assurance contre la conjoncture », lissant la situation des États membres à l’intérieur du cycle économique :
-les pays dont la conjoncture est relativement plus dégradée contribueraient mécaniquement moins au budget central, ce dernier captant une partie de leur déficit conjoncturel ; ..."


I'm unsure as to the meaning and correct translation for this last phrase - "ce dernier captant une partie de leur déficit conjoncturel". Does this imply that the central budget would absorb their deficit? What would be the best English term for the verb "capter" here?

"…would automatically contribute less to the central budget, which would cover a portion of their cyclical deficit"

Of course, "capter" is often translated "capture" or "pick up" (as in "capter un signal"), but neither of these seem to work very well here.

agree  mrrafe: Agree with philgoddard and Grayson. Some English speakers object to "offset" in the case of a partial offset, as distinct from a 100% offset. They're wrong but I specify "partially offset," if that's the case, to keep them quiet.

disagree  Daryo: not very logical: a budget is a way of taking away money from taxpayers, so it can't "cover" (=give money) any deficit, certainly not at the stage of collecting taxes / you have to COLLECT taxes first, you can't just keep printing money forever ...
