Me complica la traducción de Primer Alcalde - el texto es historia económica de Chile, 1890. Este puesto de poder político no es ni el Presidente de la República, ni parece ser una alcalde cualquiera. Agradezgo cualquier ayuda. Acá el contexto de la frase:

Las críticas también se centraron en otro aspecto: la inconstitucionalidad del proyecto. El balmacedismo rechazó que el proyecto pretendiera establecer una nueva división territorial del país (facultad del Presidente de la República) y que el Primer Alcalde recibiera la facultad de enviar oficios al Congreso, algo que podían hacer únicamente los gobernadores a través del Presidente de la República (Cámara de Diputados, 6° sesión ordinaria, 17 de junio de 1890: 112).

Since there's no real Anglophone equivalent, this might serve your purposes, using the same construct as "prime minister". There are a few examples of this usage in literature, though it doesn't appear to be a title that really exists in the English-speaking world.
