Me encuentro traduciendo un documento relacionado con un subsidio y quisiera confirmar el siguiente término:

FAS will endeavor to provide to the Participant the maximum quantities of the commodities specified above. F AS may, however, provide quantities of commodities that are less than the maximum quantities, to the extent that in F AS's estimation the total cost of commodities, freight, and any U.S. dollar financial and technical assistance provided under this agreement would otherwise exceed $12,299,999.73 million. For FAS's financial management purposes, costs
associated with this agreement will be obligated against budget fiscal year 2014 funds.

This agreement is subject to the availability, during each fiscal year to which this agreement applies, of the necessary commodities and funds.

Estoy de acuerdo, no debería ser una traducción literal.

Yo diría "... los costos asociados con este acuerdo se regirán / estarán asociados a los fondos presupuestados al año fiscal 2014.", porque en el siguiente párrafo menciona "Este acuerdo está sujeto a la disponibilidad, durante cada año fiscal al cual el mismo aplique, de los productos/mercancías/materias primas y fondos necesarios."
