Explanation:
We don't have all the necessary context to confirm this answer, but... my informed guess is that the marriage took place in the north-east of England in one of the former counties that now form part of "Tyne and Wear" - Northumberland and County Durham.

TAW is a commonly-used, but non-standard, abbreviation/code for "Tyne and Wear" which is a metropolitan county in the North East region of England around the mouths of the rivers Tyne and Wear. It came into existence in 1974.

That wiki-page has a useful list of "localities" (settlements, or other populated places) that were incorporated into TAW in 1974.

TAW on the certified extract from the register serves to identify the regional Register Office that issued the certificate.

Before you write off “Tyne and Wear” as a possible interpretation of “TAW”, you should perhaps take into account that marriages in a British Consulate are registered in the UK, not at the Consulate. I don’t know what the current arrangements are, but there was a time when these marriages were registered through the Registrar of the county or home city, in the UK, of one of the spouses (usually the man, if he was a British citizen, otherwise the woman).

Requests for certificates for these Consulate marriages are currently processed via the GRO office in Southport – that’s on Mersey-side, so doesn’t justify “TAW” – but the certificate you have (which you say was issued in 2017, so presumably obtained via Southport) may well have been prepared somewhere in Tyne and Wear, if that’s where the original record is held.

If you have any evidence that either spouse was born, or had their last place of residence in England prior to the marriage, in the modern county of Tyne and Wear, or in the parts of Northumberland or County Durham that were amalgamated with TAW in 1974, it would support this interpretation of TAW.

Finally, if you can inform us of the date and place where the marriage took place (year and country will suffice), I may be able to find out what the arrangements were for Consular marriages at that time.
