Good point! I've checked things with an English-speaking colleague with relevant expertise in this field and here's what she thinks would be clearest and most correct:
RVO is the executive agency of the Dutch Ministry of Economic Affairs and implements agricultural policy for the ministry and the EU.

I'm inclined to read 'opdracht' as meaning 'taakopdracht' in the first source sentence quoted. Thus: RVO carries out its agricultural remit on behalf of etc. Not sure, however, if this also works for 'opdracht' as used in the text at the bottom of your diagram.

'opdracht' is singular since it's about one specific 'opdracht' in Emma's case/sentence.
Of course the organisation carries out many opdrachten.

In that case, and based on their website, I think it means "carries out projects in the agricultural sector on their behalf". I'm not clear why opdracht is in the singular.

It's not one specific project, it's a general description of their duties.

Could we have a little more context, please? I'm not clear whether this refers to one specific project, or whether it means "acts on behalf of".
The RVO is the Rijksdienst voor Ondernemend Nederland, ie government business development service.

Well, right after having asked this question I came upon a diagram about the allocation of funds, with a total sum at the bottom labelled "Totaal: €X aan opdracht over 2016"

So that may answer my question...but I'd still appreciate input if anyone has any useful thoughts on the subject :)
