Apesar de ser uma pergunta antiga, vou deixar uma resposta, pois pode ser útil a quem consultar o termo.

O significado de "advisory notice" no contexto de dispositivos médicos é apresentado na norma ISO 13485.
Existe uma versão oficial da norma no país e, assim sendo, entendo que devemos usar a tradução oficial, para evitar confusão de terminologia.

A tradução usada, conforme consta no item 3.1 da norma é
nota de aviso
nota emitida pela organização, posterior à entrega do produto para saúde, para fornecer informações suplementares e/ou para informar que providências sejam tomadas
