O varianta. Am vazut ca pe mai multe site-uri de evaluare a performantei aceasta era forma folosita. Pentru cei mai sensibili la frumusetea limbajului, poate fi adaugat "este" sau poate fi aleasa forma mai lunga: "inca nu detine competentele necesare"
