Now that we have more context, I am more sure of my suggestion!

One company I know very confusingly uses 'entreprise' in FR to mean 'the organization you work for, whether a commercial company or a public-sector body' — this might apply in your context, where they are trying to find an all-embracing term for both public and private sector.

However, it is an improper use of the term in EN, especially with the FR spelling — but if this comes from Canada, this is a common-enough mistake made by people used to switching between FR and EN.

  -> Thanks, C! It was one of the options in my initial answer, which i ahve amended in the light of that important extra context. I've come across this usage with one particular customer in a similar line of work.
