This term is in a magazine overview of major public projects in a large French city:

"Le quartier vient repenser l’urbanisme, en rupture avec le **tout minéral** des quartiers tertiaires classiques : un quartier à vivre, végétalisé et animé, sort de terre en son hyper-centre."

Minéral is obviously in opposition to having more vegetation, but not sure how best to express that. All-concrete doesn't sound quite right, maybe something all the lines of too much/excessive paving? Overly paved? Concrete style/landscape? Devoid of nature? I can't quite put my finger on this one.

Would appreciate any suggestions!

agree  philgoddard: Just "hard landscaping" would do. And concrete jungle is a good suggestion too.

  -> Thanks phil. Town planners probably do use the term "concrete jungle" as a criticism of a total absence of soft-landscaping, but the technical term required here is "hard-landscaping". Le tout minéral is all hard landscaping (some is always needed)
