Mexico. Yes, I know there are several glossary entries for "sellos", most of them are "seals", but I don't think that can be the correct translation in this context.

I found it a UK Customs web page. Under commodity code 1905 they have "empty cachets of a kind suitable for pharmaceutical use":

New Zealand's Customs also use the same term: http://nzlii.org/nz/legis/hist_act/ta19881988n155102.pdf, p. 116 (1474).

On the other hand, Japan's Customs use "seals for medicines": http://www.mofa.go.jp/region/latin/mexico/agreement/annex1.p... 2263 (398). Incidentally, this document seems to relate to some trade arrangement with Mexico.

For reference, from DRAE:
- Sello: 14 poco usado, Conjunto de dos obleas redondas entre las cuales se encierra una dosis de medicamento, para poderlo tragar sin percibir su sabor.

Thanks to everyone for helping. The trade tariff links are really helpful, in fact I've been looking for them, as some of the strings I'm asked to translate are obviously translated from English, unless the Korean currency is now the "ganó coreano" ...

agree  philgoddard: I'd never seen the word used this way before. Webster's says: "a medicinal preparation for swallowing consisting of a case usually of rice-flour paste enclosing a medicine," and another dictionary specified "unpleasant-tasting medicine".
