neutral  B D Finch: why?// Of course you found it. What's important is to understand that it's short for "stopcock", which is a valve for stopping the flow of a fluid. So, the franglais borrowing is obviously nonsensical. No supporting reason for "test".

  -> I also suspected Franglais and found a lot of illustrations for this term ("cock") in the area of pipes, valves and drain testing equipment. Seems to fit the context of a foam washer.

A drain down valve without a stopcock doesn't make sense: a stopcock is a valve. However, if you see it as a misuse of the term "stopcock" (often abbreviated to "cock") to mean just the handle part of the stopcock, then it does make sense.
