We need the definition of the (obviously defined) term Official. I do not believe this means doing business directly with an official - I am not sure whether (but it is possible, given the information we have) "official" may include state officials. This is an anti-corruption kind of clause. It means that if we're building a skyscraper, you can't influence the Official by having the contractor you order windows from order glass from the Official's cousin. |
