agree  Rachel Douglas: For ЖКХ, maybe put it more broadly than "business" - "economic entities" or the dread "economic actors"? And I guess there's a chance the author might mean "объектный" as "having to do with the [ЖКХ] facilities", but I wouldn't risk that w/o more context.

disagree  The Misha: This is a mistranslation that makes the whole thing even less comprehensible. If business entities are "subjects," who are the "agents" then? Objects? I don't think so. Oh, and it's "economics," not "economy" here.
