Given that, from a purely semantic viewpoint, the chosen answer is in line with those of over 50% of the answers submitted, I venture to suggest that Asker has not chosen an "incorrect" answer.
If Asker has chosen an answer that's invalid in the ST context, that's an entirely different problem - and one that could have been mitigated by the provision of meaningful context.
Hmmm.... Day 2 - only 363 to go... :)

When I was at secondary school, A = 100%-90%; B = 80%-70%; C = 60%-50%; D and E = Fail (below 50%); U = Unclassified (not worth grading/marking).

It might have changed since. In Spain they use a 0-10 scale. 0 is the lowest and 10 the highest. Students usually need to get a 5 to pass their exams.

In the UK, 'A' (or sometimes A+) is the highest (best) mark and anything below 'C' is fail.

A pass mark might be higher (or lower) than an average score.

The percentages you mention are a bit confusing because 'average' is 70% to 79.9% in the US education system. 'Low average' is *above* the 'low' cutoff. It is still *within* the average range. Do we agree on that?
Back to the US grading system: 'high average' or C-plus is 77.1% to 79.9%; 'low average' or C-minus is 70.0% to 72.9%. It's not yet a D.

I think we're trying to express the same thing. On the one hand we've got the language skills and, on the other, we've got the score, which is in the low average range, anything below 30% I would think. High average would be anything above 80%. It has nothing to do with having average skills, or skills that are above or below average (50%).

'Low average' means 'low within the average range'. It's a very common term in education and psychology. In the US grading system in colleges and universities, it's the equivalent of 'C-minus'. There is no other correct way to interpret it. 'Average' in this context is NOT an overall average of the skills, which doesn't make sense. Sorry, Robin.

is NOT the same as:
The student has low to average language skills.

The first sentence means the average of the skills, considered separately, was 'low'.
The second one means the language skills (considered as a single item) were in the range 'from low to average'.
