Mr. X ha inoltre dichiarato che, a suo avviso, il Gen. Y desidererebbe concederci immediatamente l'applicazione dei regolamenti di zona SP, ma che egli non può farlo perchè nella Zoning Commission sono presenti anche rappresantanti del Park Service (Mr. Z), i quali sicuramente si opporrebbero esssendo "un poco preocupati per l'altezza".

Mr. X ha inoltre dichiarato che non potrebbe in alcun modo essere concessa un'applicazione prevvisoria dei regolamenti di zona SP (cioè condizzionata a successiva approvazione).
