This is from a guide on how to reduce tax fraud and corruption. I am not sure if it's legitimate technology but I cannot understand the description given about 1s and 0s. Does it mean 1 is for a complete match and 0 for no match? But then how can there be a 'widest 1', as this says? Any help appreciated! Thanks!

La huella que va a comparar tiene también una zona ancha, que es lo primero que analiza el servidor de nuestro sistema.
El servidor sí sabe la parte más ancha de su base de datos de huellas, es un dato fijo para ahorrar tiempo. Ese cálculo de la zona más ancha la hace instantáneamente la máquina de cobrar, para ahorrarle tiempo al servidor de nuestro sistema.
Una vez que el servidor recibe la huella, analiza parte de la zona hori-zontal más ancha, comparando la huella que ha llegado al servidor, con las que tiene en la base de datos el servidor de nuestro sistema. Si no coincide parte de esta zona horizontal, se va a otra huella. Si coincide casi toda la zona horizontal (90%), se va hacia arriba a comparar la siguiente línea, y si coincide hacia otra, así sucesivamente hacia toda la zona de arriba y hacia abajo hasta confirmar la huella. Le daríamos un 90% de acierto en cada línea.

In the second and third graphs, you'll see that there are more than two values, not just 0 and 1. They either increase in tenths or thousandths.

I think it means that when the line is wider, the value is nearer 1 than 0.
